@davterra welcome to the forums. For now you're in the only place, so de facto the right place

It's possible something is wrong with your existing SpinRite USB. If you have access to another (or a new) USB stick I would like to encourage you to download
@Steve's InitDisk utility here:
https://www.grc.com/initdisk.htm and then use it on the new USB stick. Then copy your copy of SpinRite onto that new USB disk and try booting it. SpinRite won't automatically launch or anything, but you should be able to get a DOS prompt and then enter the
spinrite command to start it up
