Whoever set up and took the photo knew enough about our split phase system to avoid electrocution. The neutral is grounded at the pole and wired into the ground/neutral bar in the panel. It is safer than using the hot wire. Of course someone could have reversed the hot and neutral in the outlet (code violation). You never know if the outlet has been wired to code. Either way, don't do this at home.
And for those who are not in N. America, we do have a 240V system, just like yours. Just that we split it in the transformer to provide +120V and -120V for a total of 240V across the A and B busses and 120V to neutral from each bus. (I do my own electrical work here at home.)
