They're saying that riderless bicycles on their
own - without a rider - are to use the sidewalk,
but bicyclists themselves when riding a bicycle
are to stay off the sidewalks.
Oddly, if "Broadway" is in New York City, New
York US, everyone uses every part of every
sidewalk and roadway with any vehicle or on
foot going any direction all at the same time,
the only way for 27-million plus people to all
get along and get anywhere.
The only rule I ever experienced in NYC was
"Don't hit anyone".
Triple parking, OK.
Backing up through multiple successive
intersections, OK.
Driving the wrong way at high speed, OK.
Any speed, OK.
80 miles per hour over potholes, much
-s-m-o-o-t-h-e-r-!
My favorite site was a pedestrian pushing an
empty grocery-store metal shopping carriage
and whacking it with a three-foot-long lead
plumbing pipe - bam, bam, BAM! - a warning
to all around to keep back and not hit them.
Gotta love New York.
