Free HDD Scan for Windows has a 'write sector numbers to each sector' option.
It's on free Hiren's Boot USB PE, so there's no need to worry about a boot system drive, unplug it and ONLY plug in the drive to be erased, it provides a response graph so we can inspect the write consistently and performance of the drive, and then gives a SpinRite run somethign to 'chew' on.
Though some BIOS have SE Secure Erase built in and are quicker, without a quality test of the drive, so I follow up with a Spinrite run.
